RH Bill






This issue is causing widespread disunity among the Filipino people. As an effect, some the criticized the Church some despised the Government. What's your take on this? The Reproductive Health bill, popularly known as the RH bill, is a Philippine bill aiming to guarantee universal access to methods and information on birth control and maternal care. The bill has become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 96 or the Reproductive Health Act and Population and Development Act of 2010 introduced by Albay 1st district representative Edcel Lagman, and Senate Bill No. 2378 or the Reproductive Health Act introduced by Senator Miriam Defensor Santiago.

While there is general agreement about its provisions on maternal and child health, there is great debate on its key proposal that the Filipino taxpayer and the private sector will fund and undertake widespread distribution of family planning devices such as birth control pills (BCPs) and IUDs, as the government continues to disseminate information on their use through all health care centers. Private companies and the public and private elementary and secondary school system will be required to participate in this information and product dissemination as a way of controlling the population of the Philippines.

The bill is highly controversial, with experts, academics, religious institutions, and major political figures both supporting and opposing it, often criticizing the government and each other in the process. The issue is so divisive that at one point, the Catholic Bishops Conference of the Philippines threatened to excommunicate the President, Benigno Aquino III if he supported the bill.

General Information:
The RH Bill is controversial topic in society today. Based on what I’ve read about the bill, the intended purpose of the RH Bill is to regulate population growth in the Philippines through the free choice of family planning methods. Delving into the specifics, they are vaguely stated, it pretty much means the prevention of pregnancy through natural or artificial methods so long as it is registered with the FDA of the Department of Health. It is ambiguous; it can easily be misconstrued as a green light for promiscuity because there are methods in place to prevent pregnancy anyway. The purpose of marriage then becomes objectified, it gives the couple a choice to simply enjoy the pleasure of intercourse and throw the notion of procreation out the window which is the primary purpose of marriage in the first place. This bill might even encourage premarital sex amongst the youth since there are so many ways available to prevent pregnancy should this be passed. Now this bill may or may not address the issue of overpopulation if there is even such a thing. People live and die every day, therefore I highly doubt that the world could ever get too crowded.

Government in Singapore literally begs its citizens to have more babies. Philippines! Wake up!

General Information:
RH Bill is not the solution for over population. If we look at countries like Austria, Japan and Singapore, they all had population control programs before but decided to revert it because they found out it did not solve the problem. Now, these countries actually give incentives to families if they are to have children. Population on the other hand is considered by some as the main driving force of the Chinese economy (2nd largest after the US, and the fastest growing economy worldwide), not to mention India. This is a solid proof that population can be seen as something positive. Proper education, allocation of manpower and proper utilization of skills is the answer. The responsibility of course, is the burden of our incompetent politicians (sigh...) Other countries have learned from it and reverted their decision, is the PH government too blind to see these evidence? Solve the political system, solve corruption! This is the problem not population!

General Information:
I was born and raised in a family that values morality (which is rare these days). I don't want to ENCOURAGE my children to have sex before they are ready to take on the consequences of that act.
